What happens economically after public office? And how do we protect financial integrity without turning political exposure into permanent exclusion?
A recent episode of The Leadership Lab Africa began with my own experience of transitioning from public office back into private economic life. That conversation raised a larger policy question: how should Malawi manage the legitimate financial risks associated with Politically Exposed Persons (PEPs) without treating status itself as evidence of wrongdoing?
I have developed that conversation into a new policy discussion paper, Responsible Inclusion After Public Office.
The central argument is straightforward: PEP status is a risk indicator, not a finding of guilt. Malawi’s financial institutions must conduct enhanced due diligence—but enhanced scrutiny should not become automatic or indefinite exclusion. The paper proposes a Responsible Inclusion Framework centred on documented, proportionate and reviewable risk management.
Among its recommendations is a joint Reserve Bank of Malawi–Financial Intelligence Authority approach to clearer PEP guidance, supported by a supervised pilot within existing financial institutions.

Ultimately, Malawi does not have to choose between fighting corruption and allowing people who have served in public office to participate in legitimate economic life. The challenge is to build institutions capable of understanding, documenting and managing risk rather than simply avoiding it.
